It still governs the nations... It is a political creation, and as imposing as a World-Empire, because [it is] the continuation of the Roman Empire. The Pope, who calls himself ‘King’ and ’Pontifex Maximus,’ is Caesar’s successor.” (Adolph Harnack, What is Christianity? pp. 269-270).

“Within three centuries, the Roman Church had transformed the administrative organization of the Roman Empire into an ecclesiastical system of bishoprics, dioceses, monasteries, colonies, garrisons, schools, libraries, administrative centers, envoys, representatives, courts of justice, and a criminal system of intricate laws all under the direct control of the pope. His Roman Palace, the Lateran, became the new Senate. The new senators were the cardinals. The bishops who lived in Rome and the priests and deacons helped the pope to administer this new imperium.” (Malachi Martin, The Decline and Fall of the Roman Church, p. 105).

Marker #2 - “Came up among them” (Daniel 7:8).
Prophetically, the little horn arises among the 10 horns. Historically, Papal Rome arose in Western Europe, which consisted of 10 kingdoms.

“Antichrist, then, or the little horn, is to be sought among the ten kingdoms of the Western Roman Empire. I say of the western Roman Empire, because that was properly the body of the fourth beast” (Thomas Newton, Dissertations on the Prophecies, pp. 239, 240).

Marker #3 - “Eyes of man... and a mouth” (Daniel 7:8).
Prophetically, the little horn has the eyes and mouth of a man. Eyes are symbolic of wisdom and knowledge (Ephesians 1:18; Revelation 5:6). A mouth is symbolic of leadership and priesthood speaking law (Psalm 119:72; Malachi 2:7). Thus, prophetically, the little horn power will be led by a leader with the authority to pronounce laws. Historically, Papal Rome has been led by the Pope as its “infallible” leader in pronouncements.

“During the whole medieval period there was in Rome a single spiritual and temporal authority [the pope] exercising powers which in the end exceeded those that had ever lain within the grasp of the Roman emperor.” (R. W. Southern, Western Society and the Church in the Middle Ages, vol. 2, pp. 24-25).

Marker #4 - “Shall rise after them” (Daniel 7:24).
Prophetically, the little horn arises after the 10 horns. Historically, the 10 kingdoms of divided Europe were all on the scene by the year 476 when Rome’s collapse was complete. Historically, Papal Rome arose as a global power after Rome’s fall in 476 A.D.

“The all-conquering barbarians were storming the gates of Augustine’s city whenthe saint died in 430. The North African town of Hippo was one of the last imperial outposts to be attacked. Rome had already gone under. Only four years before, St. Augustine’s City of God had laid the theological groundwork for the church to step into the void left by the collapsing Roman Empire.” (Douglas Auchincloss, City of God and Man, Time, December 12, 1960, p. 64).

Marker #5 - “He shall be diverse” (Daniel 7:24).
Prophetically, the little horn would be different from the previous 10 horns. Historically, Papal Rome has been distinct from these 10 European kingdoms, as it is religious in nature and political in power.

“Under the Roman Empire the popes had no temporal powers. But when the Roman Empire had disintegrated and its place had been taken by a number of rude, barbarous kingdoms, the Roman Catholic church not only became independent of the states in religious affairs but dominated secular affairs as well.”
(Carl Conrad Eckhardt, The Papacy and World, p. 1).

Pope Nicholas I said: “It is evident that the popes can neither be bound nor unbound by any earthly power, nor even by that of the apostle [Peter], if he should return upon the earth; since Constantine the Great has recognized that the pontiffs held the place of God upon earth, the divinity not being able to be judged by any living man. We are, then, infallible, and whatever may be our acts, we are not accountable for them but to ourselves.” (R. W. Thompson, The Papacy and the Civil Power, p. 248).
Pope Nicholas also said: “Fear, then, our wrath and the thunders of our vengeance; for Jesus Christ has appointed us (the popes) with his own mouth absolute judges of all men; and kings themselves are submitted to our authority.” (Dave Hunt, A Woman Rides the Beast, p. 228).

Marker #6 - “He shall subdue three” (Daniel 7:8,24).
Prophetically, the little horn plucks out three of the 10 horns. Historically, Papal Rome exterminated three kingdoms: the Vandals, the Heruli, and the Ostrogoths. These kingdoms posed a significant threat to the supremacy of Catholicism and the ascent of Papal Rome’s political dominance because they all adhered to Arianism, creating a theological bond between them that made them too strong for Papal Rome to obtain political power. Papal Rome decided these kingdoms had to be exterminated.

“But she [the church] fell, as was inevitable, into many embarrassments, and found herself in an entirely altered condition...Arian kings seized the greater part of the remaining West; while the Lombards [Italy], long attached to Arianism, and as neighbors most dangerous and hostile, established a powerful sovereignty before the very gates of Rome. The Roman bishops, meanwhile, beset on all sides, exerted themselves, with all the prudence and pertinacity which have remained their peculiar attributes, to regain the mastery...” (Leopold Ranke, History of the Popes, Vol. I, p. 9).

Marker #7 - “Words against the Most High” (Daniel 7:25).
Prophetically, the little horn speaks against the Most High. Historically and presently, the Pope as leader of Papal Rome has presented himself as in the place of Christ on earth.

“The Pope is of so great dignity and so exalted that he is not a mere man, but as it were God, and the vicar of God. The Pope is of such lofty and supreme dignity that, properly speaking, he has not been established in any rank of dignity, but rather has been placed upon the very summit of all ranks of dignities. The Pope is called most holy because he is rightfully presumed to be such. Nor can emperors and kings be called most holy; for although in civil laws the term ‘most sacred’ seems sometimes to have been usurped by emperors, yet never that of ‘most holy.’ The Pope alone is deservedly called by the name ‘most holy’, because he alone is the vicar of Christ, who is the fountain and source and fullness of all holiness.” (Lucius Ferraris. Prompta Bibliotheca Canonica, Juridica, Moralis, Theologica Nec Non Ascetica, Polemica, Rubricistica, Historica, Vol. 5: Article, “Papa”).

Pope Francis in a letter date April 10, 2014 writes: “The Institutions to which you belong... are entrusted to the Society of Jesus, and share the same desire ‘to serve as a soldier of God beneath the banner of the Cross ... and to serve the Lord alone and the Church, His spouse, under the Roman Pontiff, the Vicar of Christ on earth’...” (https://www.vatican.va/content/francesco/en/speeches/2014/april/documents/papa-francesco_20140410_universita-consortium-gregorianum.html)

Marker #8 - “Think to change times and law” (Daniel 7:25).
Prophetically, the little horn tries to change God’s Law. Historically, the Papacy has tampered with God’s Law and changed it. It has removed the second commandment, revised the fourth, and split the tenth in two to retain ten commandments.

“The Pope is of great authority and power, that he is able to modify, declare, or interpret even divine laws. The Pope can modify divine law, since his power is not of man, but of God, and he acts as vicegerent of God upon earth...” (Lucius Ferraris. Prompta Bibliotheca Canonica, Juridica, Moralis, Theologica Nec Non Ascetica, Polemica, Rubricistica, Historica, Vol. 5: Article, “Papa”).

Marker #9 - “Wear out the saints” (Daniel 7:25).
Prophetically, the little horn persecutes Christ’s followers. Historically, Papal Rome has tortured and killed millions of people.

Augustine wrote:
“Originally my opinion was that no one should be coerced into the unity of Christ, that we must act only by words, fight only by arguments, and prevail by force of reason, lest we should have those whom we knew as avowed heretics feigning themselves to be Catholics. But this opinion of mine was overcome not by the
words of those who controverted it, but by the conclusive instances to which they could point.” (St. Augustine, Letter 93, chapter 5, section 17, translated in Nicene and Post-Nicene Fathers, first series, volume I, p. 388).

“In his famous work, The City of God, he [Augustine] advanced the doctrine that the city or commonwealth of the world was doomed to perish, whereas the ‘city of God,’ the church, was continuing and taking its place. He taught that the ‘city of God’ was identical with the church, and that as the latter grew in power and influence it would gradually bring all men under its sway and would introduce the reign of righteousness. This doctrine of Augustine became the basis for the temporal claims of the Roman church. If the kingdom was to grow irresistibly until it dominated the earth, and if the visible church was identical with the kingdom, then the visible church could rightfully assume political power, and could make its conquests by force.” (Merrill C. Tenney, Interpreting Revelation, pp. 147, 148).

Pope Martin V (1417-31) wrote to the King of Poland:
“Know that the interests of the Holy See, and those of your crown, make it a duty to exterminate the Hussites. Remember that these impious persons dare proclaim principles of equality; they maintain that all Christians are brethren, and that God has not given to privileged men the right of ruling the nations; they hold that Christ came on earth to abolish slavery, they call the people to liberty, that is to the annihilation of kings and priests. While there is still time, then, turn your forces against Bohemia; burn, massacre, make deserts everywhere, for nothing could be more agreeable to God, or more useful to the cause of kings, than the extermination of the Hussites.” (Dave Hunt, A Woman Rides the Beast, p. 247).

Marker #10 - “Until a time and times and a dividing of time” (Daniel 7:25).
Prophetically, the little horn reigns for a time, times, and half a time. Time is a year, times are 2 years, and half a time is half a year. This amounts to 3½ years or, according to a Biblical calendar, 1260 prophetic days. Referring to the historicist principles established in Study 2 on page 14, apocalyptic prophecy calculates time prophetically. This means that one day in prophecy equals one literal year in historical time (Numbers 14:34; Ezekiel 4:6). Thus, prophetically, the little horn reigns for 1260 years. Historically, Papal Rome ruled from 538 to 1798.

“Berthier entered Rome on the tenth of February, 1798, and proclaimed a republic ... Half of Europe thought Napoleon’s veto would be obeyed, and that with the Pope the Papacy was dead.” (Joseph Rickaby, The Modern Papacy, p. 1).

Many of the markers that identify the little horn power as Papal Rome are the same markers found in Revelation 13:1-10 that identify the Antichrist. Thus, Papal Rome and the Antichrist power are the same. Papal Rome is the Antichrist. When you study these markers, you see that the Antichrist power of Papal Rome places itself in the position of Christ and tries to usurp His authority. Do not be deceived; Christ is the only Most High.
There are mainly ten identifying markers in Daniel 7:8, 24-25 that confirm that this unique power making war with Christ is Papal Rome.
Prophetically, the little horn arises out of the fourth beast.
